SPCC plan should not be filed with U.S. EPA, but copies should be available for review by the site administrator (RA) during normal working hours.
The plan offers guidelines and procedures for responding to emergencies are defined that can threaten the security and well-being of the community and campus or interfere with school curricula and activities.
SPCC plan within 6 months must be changed whenever there are changes in the structure design, construction, operation or maintenance that materially affect potential spills of the plant. SPCC plans should be reviewed at least once every three years and may be modified to include more effective prevention and control technology, if such technology will significantly reduce the possibility of spills events and has been demonstrated in the field. All changes must be certified by a registered professional engineer (PE).
